IHq uses turbo boost feature also known as Intel Speed Step. Turbo boost automatically adjust processor watt and multiplier as per the system requirement, so it doesn't make much sense to reduce the watt.
If you under watt processors, you might get a blue screen error if the core is not receiving adequate power. If you over watt processor, you might end up damaging the chip due to high wattage.
